DISN Telecom SME

Technica is seeking a DISN Telecom SME.  This position serves as the lead telecommunications architect to the DISA Director of the Infrastructure Directorate and supported Technical Director for the evolution of the Defense Information Systems Network (DISN) from current state to target state.

Responsibilities:

• The ideal candidate must have experience with existing commercial telecommunications terrestrial and satellite communications networks, including local area networks (LANs), wide area networks (WANs), the Internet, intranets, voice/video/data transmission, wireless, and other data communications systems and capabilities directly related to the operation and security of the infrastructure.
• Candidate must be energized, familiar with, and capable of analyzing current unclassified and classified network infrastructure, out of band management networks, software-defined networking and orchestration concepts, capabilities and technologies, and future direction of the commercial telecommunications and data network industry to develop technological blueprints and roadmaps with appropriate milestones to evolve an existing infrastructure and suite of capabilities to a desired future state.
• Blueprints, roadmaps and milestones will be used for quarterly investment decisions concerning circuits, networking equipment, software and other technological insertions to transition the legacy network to the desired future state.
• Contacting local operations site point of contacts (POC) to verify contact information, technical specifications, physical distances between installed equipment, port availability, and obtain confirmation of local operations support.
• Engineering of Optical Transport Network (OTN) paths for the migration of traffic off legacy Time Division Multiplexed (TDM) systems, or consolidation of traffic, to allow for targeted legacy TDM NE removal.

The position would be located at a government facility in Ft Meade, MD. and require work to be performed onsite. Any hybrid work schedule would require customer approval. The government has established policies for on-site vs hybrid work which varies across divisions and contracts. Where allowed, remote work must be coordinated with the team lead and/or government POC, ensuring there is zero interruption with the delivery of our services.

The annual base salary range for this position is $139,000 – $173,000. Please note that the salary information is a general guideline only. Technica considers factors such as scope and responsibilities of the position, candidate's work experience, education/training, key skills, location, as well as market and business considerations when extending an offer.

• Active Secret clearance with Top-Secret eligibility
• Bachelor’s degree in management, computer science, or information technology or related field or equivalent education and/or experience
• Knowledge of and experience with existing commercial telecommunication networks and architecture
• Proven ability to analyze and author functional, technical and business requirements and high-level network drawings to develop technical solutions within designated frameworks
• Able to perform network modeling, analysis and planning
• Engineering knowledge of telecommunications networking hardware
• Knowledge of mobile, unified capabilities and cloud computing concepts and technologies, and how they can be leveraged for Enterprise Services and effective/efficient/cost saving operations
• Able to develop technology road maps and blueprints with associated dependencies
• Able to operationalize strategic plans to realize network evolutions to better, faster and more efficient capabilities through insertion of new technologies and the phase out of legacy capabilities
• Knowledgeable as to how technology is impacting telecommunications networks and driving change
• Demonstrated ability to solve/resolve complex problems with many variables
• Experience analyzing bandwidth usage, i.e., all circuits at a targeted site location, and determine if the originally planned architecture or network element supports the site requirements
• Performed gap analysis and determined the delta
• Created delta list of materials (LOM)
• Created rough order of magnitude (ROM) costs

• Knowledge of and experience with existing DoD telecommunication networks and architecture
• Experience with the following:
  • Cisco and Juniper core routers
  • Cisco 9000 series port expansion device/port aggregators
  • Juniper EX4300/4400 series port expansion device/port aggregators
  • DISA Network Resource Management (DNRM) [i.e., Oracle Communications MetaSolv Solution (MSS)]
    • Creating Engineering Work Orders (EWO)
    • Making port reservations
  • Telecommunications Certification Office Support System (TCOSS)
  • World Wide Online System (WWOLS)
  • Operations support systems (OSS) such as:
    • Ciena Manage, Control and Plan (MCP) Domain Controller
    • Ciena OneControl (being retired)
    • Sycamore SilvX (being retired)
    • Cisco Prime Optical (CPO) (being retired)
    • Xtera NuWave NMS
• ITILv3 Master Qualification certification is a plus
